      Pentru completarea DUAE, toti operatorii economici interesati vor utiliza urmatorul link: https://ec.europa.eu/growth/tools-databases/espd/filter sectiunea General — Documente. Interactiunea cu ofertantii, respectiv procesul de evaluare a ofertelor se va desfasura dupa urmatoarele reguli: pentru vizualizarea documentatiei de atribuire incarcate in SEAP este necesar ca operatorii economici sa detina/instaleze pe statia de lucru, aplicatia care permite verificarea semnaturii electronice si vizualizarea documentelor semnate electronic (disponibile pe site-urile furnizorilor de semnatura electronica).

      Pentru transmiterea solicitarilor de clarificari privind documentatia de atribuire, operatorii economici se vor inregistra in SEAP (www.e-licitatie.ro)

      Ca operator economic conform prevederilor art. 5 alin. (1) din H.G. nr. 395/2016 si vor transmite solicitarile avand in vedere termenele de raspuns ale autoritatii contractante prevazute la art. 160–161 din Legea 98/2016.

      In urma finalizarii fiecareia dintre fazele de verificare, autoritatea contractanta comunica fiecarui ofertant ce a fost respins motivele care au stat la baza luarii acestei decizii, iar celorlalti faptul ca se va trece la faza urmatoare de verificare, cu respectarea prevederilor Cap. IV, Sectiunea 13 si a Cap. V din Legea 98/2016. Orice comunicare, solicitare, informare, notificare si alte asemenea sunt transmise in scris, prin mijloace electronice de comunicare sau, ca exceptie, prin alte mijloace decat cele electronice.

      Incarcarea tuturor documentelor aferente documentatiei transmise va trebui semnata cu semnatura electronica extinsa, bazata pe un certificat calificat, eliberat de un furnizor de servicii de certificare acreditat.

      Conform prevederilor art. 221 alin. (1) lit. f):

      „(i) Valoarea modificarii este mai mica decât pragurile corespunzatoare prevazute la art. 7 alin. (1);

      (ii) Valoarea modificarii este mai mica decât 10 % din pretul contractului de achizitie publica/acordului-cadru initial, în cazul contractelor de achizitie publica de servicii sau de produse sau mai mica decât 15 % din pretul contractului de achizitie publica/acordului-cadru initial, în cazul contractelor de achizitie publica de lucrari”, autoritatea contractanta va putea suplimenta cantitatea maxima estimata respectand prevederile Legii nr. 98/2016 privind achizitiile publice, mai sus mentionate.
