        In vederea asigurarii deplasarilor frecvente, pentru misiunile de relatii internationale si misiunile operative din strainatate, se impune organizarea si desfasurarea unei proceduri de atribuire pentru incheierea unui acord-cadru de servicii de transport aerian pe ruta directa, clasa economic, Bucuresti (OTP) — Bruxelles(BRU) — Bucuresti (OTP).

        Autoritatea contractanta va raspunde solicitarilor de clarificari o singura data, in a 6-a zi, inainte de termenul limita stabilit pentru depunerea ofertelor, in masura in care acestea au fost adresate in termenul prevazut la Sectiunea I.1) din fisa de date, respectiv 10 zile.

      Orice ofertant are dreptul de a-si retrage oferta numai inainte de data limita stabilita pentru depunerea ofertei. Ofertantul este obligat sa informeze autoritatea contractanta despre orice modificare intervenita cu privire la situatiile certificate prin prezentarea documentelor solicitate la cap. III.2) si III.3) in termen de maxim 7 zile lucratoare de la interventia sau, dupa caz, luarea la cunostinta asupra acestor modificari.

      Pentru vizualizarea documentatiei de atribuire incarcate in SEAP operatorii economici trebuie sa aiba un program necesar vizualizarii fisierelor semnate electronic (acest program fiind disponibil gratuit pe site-urile furnizorilor de semnatura electronica).

      Cantitatea previzionata de bilete de avion care se estimeaza ca vor fi achizitionate pe durata întregului acord-cadru, este minimum 100 si maximum 1 000 bilete de avion, cu posibilitatea de a achizitiona cantitati suplimentare de servicii în conformitate cu prevederile art. 221 alin. (1) lit. f) din Legea nr. 98/2016.

      În cazul în care vor fi mai multi operatorilor economici, care au îndeplinit criteriile de calificare si care au prezentat oferte admisibile, clasati pe primul loc autoritatea contractanta va solicita acestora sa depuna o noua oferta de pret si va încheia acordul-cadru numai cu acel operator economic care a prezentat oferta cu pretul cel mai scazut.

      Acestei proceduri ii sunt aplicabile prevederile art. 74 alin. (3) din Legea 98/2016, in ceea ce priveste reducerea perioadei pentru depunerea ofertelor.
