      1) DUAE se poate accesa, in vederea completarii, la adresa: https://ec.europa.eu/growth/tools-databases/espd/filter (instructiuni privind completarea DUAE sunt disponibile la adresa: www.e-licitatie.ro). Prin acest document se confirma ca sunt indeplinite cerintele de calificare astfel cum au fost solicitate în documentatia de atribuire. Se vor completa ulterior documentele dupa cum urmeaza: ofertantul are obligatia de a prezenta/completa certificatele/documentele edificatoare care probeaza/confirma îndeplinirea cerintelor de calificare, atunci când primeste din partea autoritatii contractante o solicitare în acest sens, în termenul prevazut în respectiva solicitare. Acest termen nu va fi mai mic de 3 zile lucratoare. Autoritatea contractanta se va asigura ca ofertantul a carui oferta este declarata câstigatoare a prezentat, nu mai târziu de încheierea raportului procedurii de atribuire, certificatele/documentele solicitate;

      2) Modalitatea de departajare avand in vedere incheierea unui acord-cadru cu 3 operatori economici este pretul cel mai mic/lot. Modalitatea de departajare a ofertelor cu acelasi pret clasate pe primul loc: in cazul in care se constata ca ofertele clasate pe primul loc au preturi egale, autoritatea contractanta va solicita clarificari prin intermediul SEAP, in vederea incarcarii electronice de catre operatorii economici de documente care contin noi propuneri financiare imbunatatite. In cazul in care doua oferte prezinta acelasi pret pe un anumit lot, reofertarea va fi facuta in SEAP in vederea departajarii ofertelor — oferta castigatoare fiind cea cu „pretul cel mai scazut”, cu maxim 4 zecimale/pret unitar. Valoarea totala/lot va fi cu maxim 2 zecimale. Reofertarea se va putea repeta de maxim 4 ori;

      3) Raspunsurile la clarificarile solicitate de operatorii economici, notificari/instiintari referitoare la procedura de achizitie vor fi publicate in SEAP, atasate invitatiei de participare. Operatorii economici care intentioneaza sa depuna oferta au obligatia de a urmari/accesa site-ul www.elicitatie.ro pe toata durata de desfasurare a prezentei proceduri.
