      1) Documentul Unic de Achizitii European se va putea accesa in vederea completarii de catre operatorii economici interesati la adresa: https://ec.europa.eu/growth/tools-databases/espd/filter;

      2) Departajarea ofertelor: In cazul în care pe primul loc se claseaza doua sau mai multe oferte cu acelasi pret, autoritatea contractanta va solicita clarificari prin intermediul SEAP, în vederea incarcarii electronice, de catre operatorii economici respectivi, de documente care contin noi preturi, iar clasamentul va fi intocmit in ordinea crescatoare a preturilor propunerilor financiare, acordul fiind atribuit propunerii cu pretul cel mai scazut; in cazul în care pe unul sau mai multe din urmatoarele locuri se claseaza doua sau mai multe oferte cu acelasi pret, autoritatea contractanta va solicita ofertantilor, pe fiecare din aceste locuri in parte, clarificari prin intermediul SEAP în vederea incarcarii electronice de documente care contin noi preturi, pana la limita ofertei clasate pe locul anterior. Clasarea celor aflati in aceasta situatie va fi intocmita in ordinea crescatoare a preturilor propunerilor financiare;

      3) Fara a aduce atingere prevederilor Legii nr. 182/2002 privind protectia informatiilor clasificate, cmcu, operatorul economic va preciza in oferta depusa acele informatii cuprinse in propunerea tehnica si in propunerea financiara considerate a fi confidentiale, clasificate, protejate de un drept de proprietate intelectuala, in masura in care, in mod obiectiv, dezvaluirea acestor informatii ar prejudicia interesele legitime ale operatorului economic, in special in ceea ce priveste secretul comercial si proprietatea intelectuala;

      4) Solicitarile de clarificare în legatura cu documentatia de atribuire se vor transmite doar prin intermediul SEAP (www.e-licitatie.ro), prin accesarea sectiunii dedicate „Intrebari” din detaliul procedurii de atribuire aflate în desfasurare. Pentru vizualizarea documentatiei de atribuire incarcate în SEAP operatorii economici trebuie sa dispuna de un program necesar vizualizarii fisierelor semnate electronic. Oferta si documentele care o insotesc se depun online semnate cu semnatura electronica extinsa bazata pe un certificat calificat, eliberat de un furnizor de servicii de certificare acreditat, sub sanctiunea respingerii ofertei ca inacceptabila, în baza art. 137 alin. (2) lit. j) din H.G. 395/2016. Ofertantii vor completa toate câmpurile din DUAE solicitate de autoritatea contractanta.
