      DUAE (Documentul Unic de Achizitie European) poate fi descarcat in vederea completarii si depunerii de la adresa https://ec.europa.eu/growth/toolsdatabases/espd/filter (instructiuni privind completarea DUAE sunt disponibile la adresa www.e-licitatie.ro).

      Toate documentele componente ale propunerii tehnice si toate documentele componente propunerii financiare, vor fi transmise de catre operatorii economici numai in format electronic.

      Se face precizarea ca toate documentele mentionate mai sus se vor numerota, semna si stampila de catre operatorul economic, se vor scana se vor încarca în S.E.A.P. la sectiunea corespunzatoare pentru fiecare tip de document. Propunerea financiara se va completa si în S.E.A.P. la rubrica special prevazuta.

      Modalitatea de transmitere a solicitarilor de clarificari și a informațiilor suplimentare la documentațiile de atribuire precum si raspunsurile formulate la acestea se face prin intermediul SEAP, prin accesarea secțiunii dedicate ”Întrebari” din detaliul procedurii de atribuire/lotului aflate în desfașurare;

      Autoritatea contractanta va publica atât raspunsurile, cât și întrebarile aferente în secțiunea ”Documentație, clarificari și decizii” din cuprinsul anunțului de participare, în vederea accesarii acestora și de catre toti operatorii economici.

      În urma finalizarii fiecareia dintre fazele de verificare, autoritatea contractanta comunica fiecarui ofertant ce a fost respins motivele care au stat la baza acestei decizii, iar celorlal?i faptul ca se trece la faza urmatoare de verificare, cu respectarea prevederilor Capitolului IV, Sectiunea a 13–a din Legea nr. 98/2016/.

      În cazul în care dupa finalizarea analizarii documentelor de calificare si a ofertelor tehnice vor exista preturi egale (oferte financiare identice), totodata fiind si cele mai scazute, autoritatea contractanta va solicita doar acestor operatori economici o noua oferta financiara ce va fi transmisa în SEAP, caz în care contractul va fi atribuit ofertantului a carui noua oferta financiara are pretul cel mai scazut. Se vor transmite Formularul de oferta si Centralizatorul ofertei financiare.
