      Proiect: Imbunatatirea competitivitatii institutionale in domeniul diabetului 1 prin dezv. unui concept inovator de imunoterapie cu celule stromale mezenchimale – Diabeter.

    2. Additional information

      In cazul in se constata ca ofertele clasate pe primul loc au preturi egale, autoritatea contractanta va solicita operatorilor respectivi sa depuna in SEAP preturi noi.

      Ofertantii/ Subcontractantii/ tertii sustinatori vor completa si semna cu semnatura electronica extinsa bazata pe un certificat calificat eliberat de un furnizor de servicii de certificare acreditat, toate documentele transmise in SEAP, inclusiv solicitarile de clarificari sau raspunsurile la solicitarile de clarificari. Accesarea si completarea DUAE de catre operatorii economici interesati se poate face prin intermediul linkului: https://ec.europa.eu/growth/tools-databases/espd/filter; Mentionam faptul ca pentru vizualizarea documentatiei de atribuire încarcate în SEAP operatorii economici trebuie sa aiba un program necesar vizualizarii fisierelor semnate electronic (acest program fiind disponibil gratuit pe site-urile furnizorilor de semnatura electronica).

      Datele de corespondenta si de identificare ale operatorilor economici (adresa, telefon, fax, e-mail, cod de identificare fiscala) vor fi consemnate in DUAE. În cazul în care ofertantul nu poate fi contactat pentru îndeplinirea formalitatilor legale privind desfasurarea procedurii de achizitie publica, raspunderea pentru consecintele care decurg din aceasta îi apartine in totalitate acestuia.

      Atentie La transmiterea documentelor si ofertei in SEAP nu se vor incarca elemente ale DUAE / propunerii tehnice / garantiei de participare ca fisiere in cadrul sectiunii propunerii financiare deoarece acestea nu vor putea fi evaluate. Dimensiunea maxima permisa a fisierelor încarcate SEAP este de max. 40 Mb, numarul acestora fiind nelimitat.

      În urma finalizarii fiecareia dintre fazele de verificare, autoritatea contractanta va comunica fiecarui ofertant care a fost respins motivele care au stat la baza acestei decizii si prevederile legale asociate acestora, iar celorlalti faptul ca se trece la faza urmatoare de verificare.
